please let me know, the app could be developed in android development kit or it must be developed using Samsung SDK

  Thanks for your question! Per the Official Rules, "Participants must create (or have created) a working software application using the Samsung Gear Dev Tool available at http://developer.samsung.com/samsung-gear (an “Application”). The Application must run normally on a Samsung Gear 2 (or Gear 2 Neo) Device."
