Can we develop host application for non-samsung android devices?

As some people doesn't have Samsung android devices, can we develop host side application(.apk) on Non-Samsung android devices?
I just want to know what will be the alternate solution for people in this Challenge who doesn't have a samsung android device.

    Based on the Samsung Gear Website (http://www.samsung.com/global/microsite/gear/gear2_features.html), 17 android devices are currently supported for integration with the Samsung Gear.

    Samsung Galaxy S5 / Galaxy Grand 2 / Galaxy Note 3 / Galaxy Note 3 Neo / Galaxy Note 2 / Galaxy S4 / Galaxy S3 / Galaxy S4 Zoom / Galaxy S4 Active / Galaxy S4 mini / Galaxy Mega 6.3 / Galaxy Mega 5.8 / Galaxy Note 10.1 (2014 Edition) / Galaxy NotePRO (12.2) / Galaxy TabPRO (12.2/10.1/8.4)

    If you have further technical questions, please post them on Samsung's Developer Forum (http://developer.samsung.com/forum). It is monitored closely.

    I'd also recommend that you take a look at the requirements for the Samsung Mobile SDK Accessory Package specifications (http://developer.samsung.com/samsung-mobile-sdk#accessory) for device requirements.
