I'm a developer from Italy. Am I eligible?

Hi,
I'm an Android developer from Italy.
I would like to know if I'm eligible for the challenge.
In rules page it seems no:
http://gearapp.challengepost.com/rules

Could you please clarify?

    Thank you for your question and for your interest in the Gear App Challenge!

    Unfortunately, Italian residents are not eligible for the Samsung Gear App Challenge. We wish we did not have to exclude countries from global competitions. However, it is legally complicated to run prize-based competitions in some countries due to their local contest regulations. By no means is this a statement as to whether international developers are valued or not. They are! It’s just a matter of complying with US and local laws.
